Children With Disabilities
This figure reflects a significant increase from the previous census, the reasons for which include improvements in medical care that allow children born with disabilities to live longer as well as greater awareness and willingness to report disabilities. Even so, specialists say the numbers may be underestimated because they don't include people with less severe impairments, such as minor speech impediments -- which may explain why the census figures are lower than the enrollment numbers for special education.
